2017 State of the City

​The Coppell Chamber hosted the annual State of the City luncheon on January 26, 2018. We've come a long way to achieving our continued vision of creating a Community of a Lifetime through sustainable government, business prosperity, growth management, public safety and community engagement. At the event, Mayor Hunt unveiled a video that provided updates on city business, information about upcoming events and more.

Economic Achievements

Solid Financial Position

  • AAA Municipal Bond Rating from Moody's and Standard and Poor's
  • As of September 30, 2017, the fund balance of the General Fund is $52.8 million
  • FY16-17 estimated sales tax collections total $40.6 million
  • For FY17-18, the City will maintain the lowest property tax rate ($0.5795 per $100 valuation) since 1990
  • Year-to-date sales tax collections are 8% higher in 2017 as compared to 2016

Major Sources of Revenue

The City of Coppell's largest sources of revenue are Property Tax (32.83%), Sales Tax (29.91%) and Service Fees and Permits (21.1%).

Expenditures by Division

Public Safety initiatives comprise the largest portion of the City of Coppell's expenditures. This is followed by General Government activities, Cultural and Recreational endeavors and Public Works projects.

How is the City's Total Budget Allocated?

The City of Coppell strives to be fiscally responsible, and funds are carefully allocated to allow for the most efficient use of your tax dollars. For FY17-18, Special Funds received the largest portion of the budget – 20.37%. The second largest budgeted category is Public Safety at 20.08%.

Tax Valuation

  • According to the Dallas and Denton Central Appraisal Districts, the total taxable value for the 2017 tax year is $7 billion, an increase of 4.27% over 2016.
  • The total taxable value increased by $286.9 million, with $147.3 million resulting from new construction.
  • Home values are up 5.89% over 2016, and the average taxable value for a Coppell home is $359,200.
  • Commercial taxable values are up to 3.88%.


  • Incorporated in 1955, the City of Coppell is governed by a Mayor and seven Council Members, all of which are elected at-large.
  • Nine appointed boards, commissions and committees with more than 60 Coppell residents serve various functions throughout the city.
  • The City of Coppell is comprised of approximately 400 employees.
  • In 2017, volunteers in Coppell contributed more than 3,000 hours of their time to various initiatives.

  • Wagon Wheel Tennis Center booked more than 7,000 court rentals
  • The Biodiversity Education Center held more than 130 classes and programs
  • The Senior and Community Center at Grapevine Springs has more than 2,800 members
