Coppell Water, Sewer & Refuse Rates to Increase February 1

​​​January 11, 2017 --- At the January 10th Regular Session meeting, the Coppell City Council approved an ordinance to increase the current water and sewer rates by 13% beginning February 1, 2017 and to raise the current refuse rate by 3% effective January 1, 2017.  The water and sewer rate increase is a pass-through rate adjustment to cover higher costs imposed by the Trinity River Authority (TRA) related to increased flow coming from Coppell, an increase in the rate charged by Dallas Water Utilities (DWU) for water purchased by Coppell, and to fund the small deficit incurred during fiscal year 2016. The amounts charged by TRA and DWU increase the cost of providing water and sewer service to Coppell residents.  The refuse rate increase is also a pass-through rate increase that the City received from Republic Services to provide solid waste removal services to Coppell’s citizens.​

For 21 years, the City of Coppell absorbed rate increases from DWU and TRA due to Coppell’s growth and expanding customer base. Coppell has now moved from the growth stage to the maintenance stage, and the fund can no longer absorb increases from DWU and TRA. 

The 13% rate increase is based on the following: 
  • 1.1% increase in the water and sewer rate to cover the $149,000 FY 16 deficit
  • 1.4% increase to cover the $200,000 increase in the demand rate charged by DWU
  • 10.5% increase to cover the $1.5 million increase in the cost of service provided by TRA
The new rates translate to a $12.09 increase in ​the average monthly residential bill for water, sewer, and refuse.  The new water and sewer rates take effect on February 1, 2017, and the new refuse rates are effective January 1, but will be billed in February.
