Reconstruction of Parkway Blvd. Begins

​​In partnership with the City of Coppell, Tiseo Paving began Phase One of the Parkway Boulevard reconstruction project on Monday, March 25. This phase of the project consists of utility work. 

Tiseo Paving will begin construction on the westbound lanes, installing a 16-inch waterline and storm sewer from Heartz Road to Alex Drive/Parkview Place. 

During this phase, Tiseo will concentrate their work on one block (500 to 700 feet) at a time, and each block will take approximately one week to complete. Tiseo will fully close the right, westbound lane in the construction area until the section is completed. In addition, a section of the left, westbound lane will be temporarily closed from 9 a.m. to 3 p.m. each weekday, while each block is under construction. Westbound traffic will be detoured to the left, eastbound lane in the work zone. After 3 p.m. each day, there will be one westbound lane and two eastbound lanes open in the construction area. Once construction is completed in one block, Tiseo will open both westbound lanes in that section and then move to the next block. Lane closures will be limited to one block at a time. 

Further, Tiseo Paving will stage construction equipment on the southeast side of the parking lot of Andy Brown Park East. This area will be fenced off for the protection of residents. At this time, there will be no relocation of the mail boxes along Parkway Boulevard.

It is expected that this phase of the project will take eight weeks to complete. 

Once Coppell Independent School District students are let out for summer break, Tiseo will shift all traffic to the westbound lanes in order to complete utility work and paving on the eastbound side of the roadway. Until paving is complete, there will be one open lane in each direction.  

About the Parkway Blvd. Reconstruction Project:

At the February 26, 2019 meeting, the Coppell City Council approved the reconstruction of Parkway Boulevard. The project – which is being funded by the quarter-cent sales tax, the Infrastructure Maintenance Fund and the Coppell Parks and Recreation Corporation – is expected to be completed by Spring 2020. 

The reconstruction of a portion of Parkway Blvd., which was originally built in 1983, was identified as a necessary maintenance project in 2011. The reconstruction has been planned since 2015. 

The reconstruction project will consist of utility replacement, construction of an eight-foot wide side path along the north right-of way from Heartz Rd. to Moore Rd., and the construction of a variable-width sidewalk/path along the south right-of-way from Heartz Rd. to Moore Rd. The project will also include localized panel repair or replacement and crack sealing. New landscaping and street lights will be installed in the median and parkways, and a new left-turn lane will be added for westbound traffic at Town Center. 

During construction, residents who currently utilize on-street parking along Parkway Blvd. will be allowed to park in the Andrew Brown Park East parking lot, which is located east of The CORE. 

In an attempt to keep the project on schedule and minimize traffic delays, the City of Coppell included milestone incentives in the project contract. The City also included a requirement preventing the reduction of traffic to one lane in each direction until the end of the current school year. The most significant traffic impacts will occur in the fall, when traffic will be shifted to the eastbound lanes and construction will continue on the westbound lanes of Parkway.
